I have a copy of fast cam 09939705 install dongle shows 2 folders with no files

When I plug the main dongle in it glows solid red, but windows doesn't acknowledge that there is a dongle plugged in, It was a sealed copy I brought on Ebay.
When I contacted the seller they sent some other file that opened then got fastlok, I asked them to get my copy to go or refund my money but I am still waiting for a response.

Hi Noel,
There most likely are two. One is the USB Dongle, which is your FastCAM License, the other will be the installer USB. This is the one you need to use to install FastCAM. This dongle needs to be plugged in whenever you are running FastCAM. If you are have trouble loading it, you can check out the guide here:

You should NOT Try to use the Red USB with the 09939705 Number on it as a USB to transfer files. It is not meant for that.
